Elizabeth Shaughnessy

Elizabeth Shaughnessy joined NetHope in July 2024 as Director of Digital Programming. She leads efforts to develop and operationalize program offerings which build upon NetHope’s connectivity work with optimized digital solutions, knowledge, and tools that address the evolving needs within humanitarian and development contexts. She also co-leads NetHope's AI Working Group, delivering against objectives of the Ethics and Governance sub-group, including the Humanitarian AI Code of Conduct.

Elizabeth comes to NetHope from Oxfam, where she led the Digital Programs team, supporting country teams on their digital transformation journeys and using technology to improve the impact of humanitarian and development programs around the world. Prior to this, she worked in data privacy and protection, advising on safe and responsible data use across Oxfam and the humanitarian sector, including on artificial intelligence, biometrics, and emerging tech more broadly.

Her background includes technology development, working with local civil society organizations in the Balkans, and a brief spell in academia.
